Inclusion Agencies support the delivery of the Inclusion Support Program (ISP). These agencies provide support and advice to early childhood education and care (ECEC) services to help them address barriers to inclusion.

New Inclusion Development Fund Manager and updated guidelines released
As of 1 October 2025, Deloitte is the new Inclusion Development Fund Manager. We have also updated the ISP Guidelines to make the program easier to understand and apply. There changes do not affect access to inclusion support.
About Inclusion Agencies
We fund Inclusion Agencies in each state and territory. They help eligible ECEC services access ISP.
Inclusion Agencies employ inclusion professionals. They work with services to identify and address barriers to inclusion. Inclusion Agencies:
- help services build inclusion capability and capacity
- work with services to develop a Strategic Inclusion Plan
- provide access to the Specialist Equipment Library
- help services apply for funding for more challenging barriers.
Strategic Inclusion Plan
Services that use ISP must develop a Strategic Inclusion Plan in collaboration with their Inclusion Agency.
A Strategic Inclusion Plan is a self-guided inclusion assessment and planning tool. The plan:
- recognises the current inclusive capacity of a service
- outlines strategies and actions to improve and embed inclusive practice
- records progress on strategies and actions.
A Strategic Inclusion Plan is developed, implemented and evaluated within 12 months.
