NSW Bondi Beach terror attack: CCS period of emergency declared

We’ve declared a Child Care Subsidy (CCS) period of emergency in parts of NSW following the Bondi Beach terror attack.

The CCS period of emergency applies from 14 to 22 December 2025 in the following local government areas (LGAs):

  • Waverly Council
  • Woollahra
  • Randwick.

Affected services outside declared LGAs

Services outside these LGAs may be eligible for inclusion in the period of emergency. The person with management or control of an impacted service must contact ccshelpdesk@education.gov.au using the subject line “Bondi emergency”. To qualify, the service must:

  • be closed as a direct result of the emergency, or
  • the emergency has prevented, or may prevent, children from attending or made attendance hazardous, even where the service remains open.

Provide your service name and ID, along with suitable evidence, such as:  

For closures

A copy of your ACECQA temporary closure record, official communication to families or other documentation that confirms closure dates and reason.  

For non-attendance

Communication from families citing safety concerns, a statement from the service that confirms attendance was unsafe, or other documented advice.

We continue to monitor the situation and will provide updates as required.

Support during the emergency

The following support is available in affected regions during the CCS period of emergency:

  • you can continue to get CCS if your service closes as a direct result of the emergency
  • you can waive the gap fee if a child doesn’t attend, or your service is closed, during the CCS period of emergency
  • families will get unlimited allowable absences for the duration of the CCS period of emergency.

A gap fee waiver is a type of provider discount. You must report the type and amount of prescribed discounts in session reports if they have been applied for the session.
