Changes to international education legislation

With the passage of the Education Legislation Amendment Bill (Integrity and Other Measures) Bill 2025, the Australian Government is strengthening integrity in the international education sector through changes to the ESOS Act and TEQSA Act.

Changes to the ESOS Act will:  

  • Ensure Australia remains a prestigious, high-quality, high-integrity provider of international education, delivering on its commitment to provide students the best possible study experience
  • Combat exploitation of overseas students and address behaviours that seek to exploit the migration system

Changes to the TEQSA Act will:

  • Provide assurance that Australian higher education delivered offshore has strong governance structures, effective regulatory oversight and is of the same high quality as Australia’s onshore delivery​
  • Support foreign government, overseas institutions and prospective students to continue looking to Australia as an education partner-of-choice​
