The Review assessed the design, delivery and effectiveness of the HELP Debt Reduction Program for doctors and nurse practitioners in rural, remote or very remote areas, and teachers in very remote areas.
The Hon Jason Clare MP, Minister for Education, initiated the Rural and Remote Higher Education Loan Program (HELP) Debt Reduction Review through a Terms of Reference in July 2025, in accordance with section 144-20 of the Higher Education Support Act 2003.
The Review was led by Ms Rachel Hunter AO PSM, supported by the Department of Education and Nous Group. Its findings were informed by Program documentation, administrative data, participant surveys and stakeholder consultations.
The Final Report contains nine recommendations to improve uptake, simplify administration and strengthen the evidence base ahead of the Program’s next review in 2028.
