Application form to reduce outstanding Higher Education Loan Program (HELP) debt for eligible doctors and nurse practitioners

Application form for the reduction of accumulated Higher Education Loan Program (HELP) debt and/or indexation waivers for eligible doctors and nurse practitioners working in rural, remote or very remote areas of Australia.

You may also use this form to apply for an extension of your waiver of indexation and/or an extension of your previously approved reduction of accumulated HELP debt.

If you answer ‘Yes’ to the four questions below, you may qualify for this program.

Have you incurred a FEE-HELP and/or HECS-HELP debt (after 2005) in relation to your completed initial medical qualification?

The term initial medical qualification refers to the first qualification that meets the minimum requirements to register as a general practitioner or nurse practitioner. For current nurse practitioners, this does not refer to the qualification you obtained to become a registered nurse.

Have you resided and been employed as a medical practitioner or nurse practitioner in a general practice located within an MM3 to MM7 area? 

The Modified Model Monash Model (MMM) is used to classify locations as metropolitan, rural, remote or very remote. It measures remoteness and population size using a scale of categories ranging from MM1 to MM7, where MM1 represents a major city and MM7 represents a very remote area.  Service within a hospital setting is currently not eligible.

If you are a medical practitioner, have you been working for a cumulative period of 36 months?
Did you have an outstanding HELP debt at the start of your eligibility period (01/01/2022 or the commencement date of your employment if after)?
