Legislation
The Australian Government is investing $427.4 million over 2024-25 to 2027-28 to deliver the Commonwealth Prac Payment from 1 July 2025 to support eligible teaching, nursing, midwifery, and social work students in higher education and VET complete their placements.
To support the delivery of the CPP:
- the Higher Education Support Act 2003 was amended by the Universities Accord (Student Support and Other Measures) Act 2024 on 5 December 2024. This amendment allows Government to provide grants to assist higher education providers to provide payments to students who are undertaking mandatory practicums as part of their course of study
- the Minister for Education approved amendments to the Higher Education Support (Other Grant) Guidelines 2022 on 17 June 2025. These Guidelines establish the Commonwealth Prac Payment Program, including how higher education providers receive payments and the eligibility criteria for students.
Higher Education Providers are also subject to Conditions of Grant, which set out arrangements around reporting.
