Changes to the TEQSA Act have introduced new requirements for providers engaging in offshore higher education delivery. These requirements provide assurance for offshore institutions, students and governments that Australian higher education delivered offshore has strong governance structures, effective regulatory oversight and is of the same high quality as Australia’s onshore delivery.

Changes to the TEQSA Act now require providers seeking to engage in offshore higher education delivery to:
- obtain and maintain authorisation from TEQSA to do so
- notify TEQSA of new courses they are delivering offshore and changes to existing offshore courses
- submit an annual report to TEQSA on their offshore delivery activities.
