The National Code Web Portal (the portal) enables higher education providers to submit data, plans, reports and other information to the Higher Education Gender-based Violence Regulator (GBV Regulator) to demonstrate compliance with the National Higher Education Code to Prevent and Respond to Gender-based Violence (the National Code).

Why do I need to use the web portal to submit information to the GBV Regulator?
The National Code Web Portal is designed to provide a secure and efficient platform for providers to submit information to the Higher Education Gender-based Violence Regulator, including information that may be sensitive in nature. This reduces the risk of information being lost or inappropriately accessed.
Why is the system asking me to use my personal myID to log into a system that is related to my work?
myID is only used to verify the identity of users when logging into the National Code Web Portal. Once logged in, the user’s work email address is used to associate them with their organisation. The GBV Regulator / Department of Education will not have access to any details associated with the myID account, including any interaction with other government agencies.
Who should register for access to the portal?
Key higher education staff involved in implementing the requirements of the National Code and delivering prevention and response initiatives should register to access the portal. This may include:
- staff within the provider’s centralised prevention and response team (often referred to as Safety and Wellbeing Team or similar)
- staff within the provider’s human resources area who are responsible for managing staff safety and wellbeing
- staff responsible for ensuring legal compliance with regulatory schemes
- staff responsible for data collation and reporting
Multiple users within a higher education provider can register to access the portal. The GBV Regulator recommends ensuring up to 3 people within the organisation have access to the portal to ensure the provider is well placed to respond to requests from the GBV Regulator in a timely manner.
What is a Principal Authority / Authorisation Administrator?
Principal Authority is the responsible person for the organisation such as a public officer or director. The Principal Authority can create authorisations for others to act on behalf of the business, including Authorisation Administrators who can also create and manage authorisations.
Authorisation Administrator is the person who is given authorisation by a Principal Authority or another Authorisation Administrator to manage authorisations on their behalf.
Why do I need RAM access?
Relationship Authorisation Manager (RAM) is an application that connects an individual to a business or organisation, allowing them to act on behalf of the business or organisation when accessing government services online.
To access the National Code Web Portal on behalf of your organisation, your myID needs to be linked to your higher education provider in RAM. Please see the Adding Authorisation in RAM – Guidance.
How do I find my Principal Authority /Authorisation Administrator?
You can contact your organisation’s IT help desk or support team as they may be able to progress your request or direct you to the appropriate area for the institution. If they are unable to assist. You may like to contact your organisation’s finance/accounting team, Human resources, or Office of the Principal Executive Officer. See page 8-9 of the National Code Web Portal Guide.
Portal Functions
Can I access the portal from a mobile device?
The portal is designed for use with modern web browsers. While it may be accessible from mobile devices, some functionality may be limited.
We do not recommend uploading documents from a mobile device, particularly when documents contain sensitive information. Where possible, upload documents using a secure, organisation-managed computer and network to ensure information is handled in accordance with security requirements.
How do I know whether my submission was successful?
A confirmation message or status update will appear after successful submission.
Can I edit a submission after it has been submitted?
Submissions are final and documents cannot be retrieved, emended or deleted from the portal after submission. Please retain records of all documents for future refences.
If you accidentally submit the incorrect document or need to provide an updated version of a document, please contact gbvregulator@education.gov.au.
I need to report an issue with the portal to the GBV Regulator - what information do I need provide?
If you experience any issues in accessing or using the portal, please contact GBVRegulator@education.gov.au and provide:
- The name of your organisation/provider
- Your full name and work email address
- Screenshot/s of the error you are experiencing
- A description of the issue
- Date and time the issue occurred
Is there a file size limit for uploads?
We recommend that uploaded files be no larger than 30 MB each.
Please also ensure files are submitted in the required format, as accepted file types vary by submission categories. For example:
- Whole of Organisation Prevention and Response Plans must be uploaded in DOC, DOCX, or PDF format.
- Annual data reporting must only be submitted in XLSX format.
