The Government has undertaken targeted implementation consultation on three key structural reforms announced as part of the 2024-25 Budget: the establishment of an Australian Tertiary Education Commission, a new Managed Growth Funding System, and Needs-based Funding.

As part of the 2024-25 Budget, the Government is responding to 29 of the 47 Accord recommendations in full or in part. This includes a fairer HELP system, cost of living relief for students, support for people from the outer suburbs and regions to go to university and structural reforms to our tertiary education system.
Structural reforms include an intention to establish an Australian Tertiary Education Commission (ATEC), a new Managed Growth Funding System, and Needs-based Funding to better support underrepresented students participate and succeed in higher education.
The Australian Universities Accord Panel recommended that the ATEC would be a steward of the tertiary system, delivering a new Managed Growth and Needs-based Funding system. In this role the ATEC would work closely with the sector to deliver a secure and sustainable funding system for the future with growth, skills, equity and access at the centre of the system.
The department has undertaken targeted consultations with the tertiary sector to inform the detailed design and implementation of these three major structural reforms.
Implementation Consultation Papers
Between June and July 2024, the department released implementation consultation papers covering the ATEC, Managed Growth Funding System and Needs-based Funding.
The consultation period closed 9 August 2024.
