Updates to trainer and assessor credential requirements

The Training and Education (TAE) Training Package was updated in April 2016. The core units of competency (units) of the Certificate IV in Training and Assessment were updated to include the ‘Design and develop assessment tools’ and ‘Address adult language, literacy and numeracy (LLN) skills’. The core units of the Assessor Skill Set were updated to include the ‘Design and develop assessment tools’ unit of competency.

To ensure the VET workforce has appropriate skills in designing and developing assessment tools and identifying and evaluating LLN requirements, Skills Ministers agreed to update the training and assessment credential requirements in line with the changes to the TAE Training Package. The changes are outlined in the Standards for Registered Training Organisations (RTOs) 2015.

Skills Ministers agreed that trainers and assessors who do not hold the relevant units will have until 1 April 2019 to meet the new credential requirements. Trainers and assessors may use this training to contribute towards meeting professional development requirements outlined in the Standards for Registered Training Organisations (RTOs) 2015.

Frequently asked questions

Q: I am currently studying the TAE40116 Certificate IV in Training and Assessment. What do I need to do to meet the new requirements?

A: As the TAE40116 Certificate IV in Training and Assessment already contains the relevant two units as core units, no additional study will be required.

Q: I am currently studying the TAESS00011 Assessor Skill Set. What do I need to do to meet the new requirements?

A: As the TAESS00011 Assessor Skill Set already contains the relevant unit as a core unit, no additional study will be required.

Q: I currently hold, or am working towards completing, the TAE40110 Certificate IV in Training and Assessment. What do I need to do to meet the new requirements?

A: In addition to holding the TAE40110 Certificate IV in Training and Assessment, you will need to hold:

  • Either one of the following:
    • TAELLN411  Address adult language, literacy and numeracy skills
    • TAELLN401A Address adult language, literacy and numeracy skills
  • Plus one of the following:
    • TAEASS502 Design and develop assessment tools
    • TAEASS502A Design and develop assessment tools
    • TAEASS502B Design and develop assessment tools.

Some trainers and assessors who hold the TAE40110 may have completed one or more of the relevant units as electives or as part of ongoing professional development. If you do not currently hold the relevant units, you will need to complete them before 1 April 2019 to meet the new requirements.

Q: I currently hold, or am working towards completing, the TAESS00001 Assessor Skill Set. What do I need to do to meet the new requirements?

A: In addition to holding the TAESS00001 Assessor Skill Set, you will need to hold one of the following:

  • TAEASS502 Design and develop assessment tools
  • TAEASS502A Design and develop assessment tools
  • TAEASS502B Design and develop assessment tools.

Some assessors who hold the TAESS00001 may have completed the relevant unit as an elective or as part of ongoing professional development. If you do not currently hold the relevant unit, you will need to complete it before 1 April 2019 to meet the new requirements.

Q: What evidence do I need to provide to show that I have completed the relevant units?

Q: Can trainers and assessors use recognition of prior learning (RPL) to complete the relevant units and meet the new credential requirements?

A: Under the Standards for RTOs, RTOs are required to determine the amount of training they provide to each learner with regard to the learner’s existing skills, knowledge and experience. Trainers and assessors may be eligible for RPL for some or all of the relevant units, depending on their existing skills, knowledge and experience.

Q: I currently hold a Diploma qualification from the TAE10 Training and Education Training Package or the TAE Training and Education Training Package. What do I need to do to meet the new requirements?

A: The updates only apply to trainers and assessors who use the Certificate IV in Training and Assessment and the Assessor Skill Set to deliver and/or assess nationally recognised training.

The Standards for RTOs will continue to allow trainers and assessors who hold Diploma qualifications from the TAE10 Training and Education Training Package or the TAE Training and Education Training Package to use those to deliver and/or assess nationally recognised training.

Q: I currently hold a diploma or higher level qualification in adult education. What do I need to do to meet the new requirements?

The updates only apply to trainers and assessors who use the Certificate IV in Training and Assessment and the Assessor Skill Set to deliver and/or assess nationally recognised training.

The Standards for RTOs will continue to allow trainers and assessors who hold diploma or higher level qualifications in adult education to use those to deliver and/or assess nationally recognised training.

Q: I currently hold an Enterprise Trainer skill set from the TAE10 Training and Education Training Package or the TAE Training and Education Training Package. What do I need to do to meet the new requirements?

A: As the updates only affect trainers and assessors who hold the Certificate IV in Training and Assessment and the Assessor Skill Set, no further action is required.

Q: Will RTOs or employers be required to pay for trainers and assessors to undertake gap training to meet the new requirements?

A: RTOs and employers aren’t required to pay for trainers and assessors to undertake gap training. This is a matter for individual organisations to determine.

Q: Where can I find an RTO that delivers the relevant units?

A: You may search for RTOs that deliver the relevant units on the Australian Government’s My Skills website at www.myskills.gov.au
