Review of the loading for students with disability (SwD)


The National School Resourcing Board (the Board) has been asked to consider, provide findings and make recommendations relating to the current settings for the loadings for students with disability. The Board will also consider and, where appropriate, provide recommendations on Commonwealth assurance processes for information provided to calculate a school’s Commonwealth funding entitlement for students with disability.

Terms of Reference

The Hon Dan Tehan MP, Minister for Education announced terms of reference for a review of the loading for students with disability on 15 November 2018.

A final report and recommendations are to be provided to Government by December 2019. 


The Board will consult widely with interested stakeholders through a public submission process and targeted face-to-face meetings.

Public submission process now open

Public submissions are now open and will close at 5 pm (AEST) on Tuesday, 20 August 2019.

The submission process opened with the release of a consultation paper by the Board on Tuesday, 9 July 2019. The consultation paper describes the scope of the Review, as set out in its terms of reference. Responses should address the focus questions included in the paper and have regard to the terms of reference for the Review.

All interested parties are encouraged to make a submission. Please read the submission process FAQs before starting a submission.
