2017-18 Budget: Implications for Research Block Grants

The Government released its 2017-18 Budget which includes a number of measures related to higher education reform.

As part of the reform package the Government will no longer be proceeding with the previous 2014-15 Budget measure to reduce Research Training Scheme (RTS) funding by 10 per cent and introduce tuition fees for RTS students. This measure was previously scheduled to commence in 2018. As a result, the total pool of funding in 2018 for both the Research Training Program and the Research Support Program will be the same as for 2017, indexed.

The higher education reform includes a measure that makes changes to support available for Permanent Residents and New Zealand citizens. This change will not affect the eligibility of Permanent Residents and New Zealand citizens for the Research Training Program (RTP) or the reporting of higher degree by research student (HDR) completions to the department.
