National Year 1 Literacy and Numeracy Check (Year 1 check)


A national check of all Year 1 students in the areas of reading, phonics and numeracy will ensure that students who are behind in their schooling are identified early and can receive the extra support they need.

On 29 January 2017, Senator the Hon Simon Birmingham, Minister for Education and Training, announced the establishment of an Expert Advisory Panel (the Panel) to advise the Australian Government on the development and implementation of the Year 1 check. The Panel, comprised of highly regarded academic, health and education experts, consulted with a wide range of stakeholders and experts to inform their advice.

The Panel's key finding and recommendations can be found in their report, which is available to download and read.

Education Council will consider the Panel's report and recommendations.

The Year 1 check is part of the Australian Government's the Quality Schools, Quality Outcomes package, which was released in May 2016.
