Standards for non-referring states - Australian Quality Training Framework

For training providers regulated by the Victorian Registration and Qualifications Authority or the Training Accreditation Council Western Australia, or those applying to these authorities to become a registered training organisation (RTO), the Australian Quality Training Framework (AQTF) (revised version has been effective since 2010) will remain in place until such time as Victoria and Western Australia can transition to the arrangements for the new national standards.

This means the following standards apply in these two states.

Regulators

VET regulators in these jurisdictions are governed by the AQTF 2007 Standards for State and Territory Registering Bodies and Standards for State and Territory Course Accrediting Bodies.

The AQTF National Guidelines for a Registering Body. provides guidance on how a registering body or its delegate may undertake various operations related to registration and audit.

The AQTF Audit Handbook provides registering bodies and auditors guidance on planning, conducting and reporting audits of applicants to be an RTO or RTOs against the Australian Quality Training Framework’s Essential Conditions and Standards for Initial Registration and Essential Conditions and Standards for Continuing Registration.

Registered training organisations

Registered training organisations regulated by the Victorian Registration and Qualifications Authority or the Training Accreditation Council Western Australia operating must comply with the Australian Quality Training Framework Essential Conditions and Standards for Initial Registration and Essential Conditions and Standards for Continuing Registration.

VET accredited courses

The AQTF 2007 Standards for Accredited Courses apply to the course design for vocational education and training accredited courses, accredited by course accrediting bodies in Western Australia and Victoria. These standards must be met for accreditation of courses.

Quality indicators

To comply with the AQTF Essential Conditions and Standards for Initial / Continuing Registration or the VET Quality Framework, RTOs are required to collect and report their performance against the learner engagement, employer satisfaction and competency completion quality indicators to their registering body.
