2005 Australian Flexible Learning Framework - Indigenous Engagement Project

The 2005 Framework's Indigenous Engagement Project aimed to strengthen the role of Indigenous people and communities in shaping VET provision in very remote, remote, provincial and urban contexts. The Indigenous Engagement Project aimed to increase the demand for and delivery of e-learning in Indigenous communities through the professional development of mentors, promotion of available options, implementation of work plans, as well as the establishment of Indigenous community/organisation and registered training organisation partnerships that will proactively pursue e-learning as a sustainable option.

The Australian Flexible Learning Framework Indigenous Engagement Project commissioned this report on developing a model for the effective delivery of e-learning programs to Indigenous learners by registered training organisations, individuals, communities, and other organisations. The report, which identifies key strategies that have led to positive training outcomes with Indigenous learners, involved a comprehensive analysis of e-learning activity within Indigenous communities across Australia.

Aboriginal Hostels Limited provides temporary accommodation services across Australia to Aboriginal and Torres Strait Islander people who are travelling to the region: to access medical treatment, to visit family in hospital, for education, to look for work or housing, to visit legal or other services, for prison release and diversion reasons, for substance use rehabilitation.
Aboriginal Resource Development Services (ARDS)
The Aboriginal Resource Development Service Inc (ARDS) is an Indigenous, non-government, charitable organisation. ARDS is recognized as an effective capacity building organisation with the specific aim to empower the Yolngu people of north-eastern Arnhem Land. ARDS builds capacity in the areas of health, economic, legal, social and governance systems through: 'discovery education'; providing expertise for the development and implementation of culturally competent services; mediation and advocacy. Sections of the site are on economic education, legal education and e-learning. They also provide an interactive Gupapyngu dictionary online.

This paper provides recommendations to focus national effort in Indigenous education over the 2005-2008 quadrennium. The recommendations seek to accelerate the pace of change by engaging Indigenous children and young people in learning. They are systemic as engagement will not occur, or be sustained, unless Indigenous education is 'built in' to become an integral part of core business. The recommendations align with five domains in which engagement is critical: early childhood education; school and community educational partnerships; school leadership; quality teaching; and pathways to training, employment and higher education.
