The Council of Australian Governments (COAG) held its 19th meeting in Canberra April 2007. The Council, comprising the Prime Minister, Premiers, the Chief Ministers of the Australian Capital Territory and the Northern Territory and the President of the Australian Local Government Association, had detailed discussions on significant areas of national interest. The section 'Human Capital' includes issues related to education and training. The Communique provides a summary of the agreements reached with links to other documents.

An Early Childhood Australia national working party developed a code of ethics to inform and guide the decisions and behaviour of all personnel involved, both directly and indirectly, in the provision of early childhood services for children between birth and eight years of age. The federal Indigenous Child Care Services Plan is based on consultations with Indigenous communities, child care providers and families across Australia about their child care needs and preferences. The Plan will guide the way in which the Australian Government designs and delivers programs that support child care and other early childhood services. The primary focus of the Plan is to increase the participation of Indigenous children and families in high quality, culturally responsive children's services, including child care.
