The 2006 E-learning benchmarking project has built on the baseline developed in 2005 by conducting national surveys of the uptake and use of e-learning by Vocational and Technical Education (VTE) providers, VTE teachers and trainers, and VTE students. The surveys, run in September and October 2006, captured information on the use of e-learning in all TAFE institutes, private and enterprise training providers, adult and community education (ACE) providers and VTE in Schools providers. The 2006 surveys also include providers of government-funded non-accredited training. The results of the 2006 project are available in this report.

Category: Publications
This report examines the impact that short-term funded equity projects have had on the technical and futher education (TAFE) institutes where they have been assigned. There is a concensus that advocacy for equity has declined over the past 10 years. The research program is designed to produce a set of evidence-based protocols. They include: identifying locally based problems which interfere with improved outcomes for disadvantaged learners; locating individuals who are able to cross boundaries and connect with people in other areas of administration; generating an outcomes based hierachy e.g. from improved attendance or completion of work through to obtaining qualifications and employment; and augmenting collaboration between practitioners in activating best practice equity initiatives. One important finding is that 'pilot' programs, even when successful are often not able to continue due to funding constraints.

This paper analyses some of the important issues related to the adoption of FEE-HELP (a 2005 Federal Government financial instrument based on the Higher Education Contribution Scheme (HECS)). It is argued that income contingent loans of this kind are associated with the advantages of both default-protection and consumption smoothing. The report uses data from the first three waves of the Household Income and Labour Dynamics in Australia (HILDA) survey, to examine various empirical issues associated with the adoption of FEE-HELP in VET, including the extent of private salary returns to VET qualifications.
