Since 1996 there has been an increase in the proportion of the Australian population with a non-school qualification. However, improvements in educational attainment have not been evenly distributed. People in regional and remote areas are more likely than their urban counterparts to encounter difficulties in accessing educational opportunities. In 2006, the proportion of 25-64 year olds with a non-school qualification declined with increasing remoteness. This article examines educational attainment levels and participation in education: how this has changed in the ten years to 2006, and how this varies by geographic location and by Indigenous status.

Targeted Federal Government funding designed to 'close the gap' in Indigenous education has effectively been 'frozen' for years is the conclusion of a report into the supplementary funding via different programs to all states and territories and eligible organisations as Special Purpose Payments (SPPs). Funding has not increased beyond consumer price index since 2001, and possibly longer, despite the majority of Indigenous students continuing to fail literacy and numeracy benchmarks across the country.

The twenty-sixth of January 2008 marks the day, 70 years ago, when an important National Aboriginal civil-rights gathering, the Day of Mourning, took place at Australian Hall, Sydney. It was an event unique for its time in Australia, representing the culmination of years of concerted efforts on the part of Aboriginal leaders such as William Cooper, William Ferguson and others. During 2007 the Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA), through the Australian Education Systems Officials Committee (AESOC), commissioned a review of research undertaken by the Australian National University's Centre for Aboriginal Economic Policy Research (CAEPR) staff and CAEPR Research Associates over the period 1990-2007. This website provides the research report and each of its associated summaries, in a form useful to school principals, Indigenous policy and planning staff in State and Territory government agencies, Catholic and other non-government school educational systems and associations and Indigenous community leaders in education and training.

This article proposes fundamental changes to the education system now in order for Indigenous children in remote communities to have a future. Suggested changes include: Re-engaging parents as educators of their children; Providing comprehensive childcare and pre-school education; Linking child welfare benefits to education; Putting primary education first; Supporting teachers and students through 'twinning' relationships; Offering structured scholarship programmes for secondary education; Mandating work experience and apprenticeship opportunities.

This report highlights the significant levels of under-resourcing of the Northern Territory education system and the impacts that this has on the ability of Indigenous people to access high quality public education. The report recommends at least 1360 extra teachers are needed, along with up to 585 additional school staff, including bilingual Indigenous Assistant teachers, costing around $264 million per annum. It also recommends up to $440 million for one-off infrastructure costs including new buildings.
