    Overseas governments sometimes need proof that Australian documents, or the signatures of Australian officials on documents, are genuine before they will accept them. Documents including tertiary education documents may be certified as genuine with an Authentication or Apostille stamp from a Department of Foreign Affairs and Trade state or territory office.

    The purpose of this discussion paper is to stimulate debate within the Australian Higher Education sector about the 'Bologna Process', which is driving reform within and between 45 European signatory countries. The process seems likely to have a profound effect on the development of higher education globally, as observers from other continents are taking a close interest in the reform process and beginning to consider how their own systems can be more closely aligned with 'Bologna' thinking. Australia needs to consider how best to respond to these global developments if its own higher education system is to continue to be seen as being of high quality and relevant to international standards and requirements.

    The Code is used in a contractual sense between the institutions and Australian Government departments, particularly the Department of Education, Science and Training (DEST) and the Australian Agency for International Development (AusAID), whereby institutions have agreed to abide by the AVCC Code in relation to international scholarship students funded by the Australian Government. The AVCC Code and its associated Guidelines, including guidelines on fees refunds, provide tangible evidence of the Australian higher education sector's commitment to its international students and to ensuring the continued high standing of Australia's reputation as an education and training provider.
