This paper addresses questions regarding the assessment of literacy, exploring the idea that practical judgements made in specific communities of practice are the phenomena at the intersection of validity for (1) local sites and (2) administrative systems. The authors propose a template for considering the challenges facing systems, administrators and teachers as they work to validly assess the important aspects of literacy learning by students in schools. They identify and discuss some concerns and assumptions that are common across the two validity sites, and some that are distinctive.

'The Australian Educational Researcher' is a publication of the Australian Association for Research in Education (AARE), Inc. It is a peer reviewed journal that aims to promote the understanding of educational issues through the publication of original research and scholarly essays. The focus is on research and all issues related to research. Contributions from both members and non-members of AARE are welcome, as are contributions from a variety of disciplinary perspectives on any level of education. From April 2003, the publication is freely available online.

The Clearinghouse provides public access to the products of research funded by the Commonwealth Department of Education, Science and Training (DEST) Grants for National Literacy and Numeracy Strategies and Projects Programme. The research projects are particularly relevant for teachers in primary and secondary schools as well as for professional development personnel, policy makers, tertiary students and academics. The projects completed under this funding, together with the year of their first publication, are listed under Publications. The object of the DEST Grants for National Literacy and Numeracy Strategies and Projects Programme is to identify, research and implement strategic national initiatives and developments in literacy and numeracy. The Commonwealth has a commitment to fund research which supports the implementation of the National Literacy and Numeracy Plan. Most of the reports can be accessed on-line via the list of titles in the Publications section. Reports are also available in hard copy on a cost recovery basis.

During the 1990s Communities of Practice emerged as an approach to engaging people in the process of 'knowledge sharing, learning and change'. As a tool for transferring knowledge and developing professional skills, Communities of Practice within the vocational education and training (VET) sector can facilitate the achievement of both individual workplace learning and a closer collaboration between educational organisations and industry. This paper analyses the theory underpinning Communities of Practice and provides an outline of the individual and organisational benefits to be gained from these communities.
