    This edition of the National Report presents the benchmark results for 2006 for years 3, 5 and 7, for all three areas, reading, writing and numeracy. As for 2003, 2004 and 2005, this 2006 edition also provides data on the performance of students in metropolitan, provincial, remote and very remote areas. The results reported are for assessed students including students who were formally exempted. Students not included in the benchmark calculation are those who were absent or withdrawn by parents/care-givers from the testing, or attending a school not participating in the testing.

    This edition of the National Report presents the benchmark results for 2007 for years 3, 5 and 7, for all three areas, reading, writing and numeracy. As for 2003, 2004, 2005, and 2006, this 2007 edition also provides data on the performance of students in metropolitan, provincial, remote and very remote areas. This year is the last year in which national benchmarks are derived by equating individual State and Territory tests. From 2008, State and Territory tests will be replaced by new national tests administered to all government and non-government school students in years 3, 5, 7 and 9 across Australia.

    This review of research into the teaching of literacy and numeracy skills to students with learning difficulties asserts that there is no one single instructional method that deserves sole claim to being 'best practice.' Instead, the common wisdom of research points to the need for balanced approaches to accommodate the diverse needs of students. The report examines what contemporary research, largely meta-analyses from the field of educational psychology, says about the often controversial and much debated field of how best to teach basic literacy and numeracy skills to students with learning difficulties. It identifies current limitations in Australian research and calls for some changes in teacher training.

It provides examples of some of the ways in which Commonwealth funding is used to support strategies to help achieve the national goals and enhance the literacy and numeracy outcomes for all Australian school students. National Literacy and Numeracy Benchmarks includes information on the development, role and implementation of national benchmarks, plus electronic copies of the Year 3, 5 and 7 literacy benchmarks for reading, writing and spelling.

    This paper reports aspects of a large-scale project conducted in rural and remote regions of Australia. The study was designed to assess teaching and learning practices in early childhood programs with a particular focus on literacy, numeracy and the use of information and communication technologies. The study examined programs through schools of distance education with teachers conducting regular 'lessons' via radio or internet-based satellite technologies.

    The Early Childhood Learning website is a key communication tool to disseminate project information and gather volunteer involvement, ideas and feedback. It will include innovative products to foster improvements in literacy and numeracy outcomes for children. The target audience is parents, carers and staff in childcare centres and preschools. Coverage includes early childhood services and programmes that support children (boys and girls, young children in low socio-economic areas, rural/remote regions and Indigenous communities) and their parents. Resource materials include Clever Cards; a self-assessment and environmental audit tool for practitioners; and electronic support (website and CDs).

    The Early Childhood Learning Resources Project was developed to assist parents to introduce and develop the early literacy and numeracy learning of their young children. A set of high quality, innovative early childhood resource materials have been developed, based on sound contemporary international research. They provide examples of how parents, carers and practitioners can create stimulating environments for their children. Resources include a literature review, posters, 'Building Good Practice' booklet, and videos of practical learning activities with children.

    An Even Start - National Tuition Programme will address the learning needs of educationally disadvantaged students who need additional support to acquire satisfactory literacy and numeracy skills. The programme will provide tuition for literacy or numeracy to the value of $700 per child to students in Years 3, 5, 7 and 9 across all sectors, who do not meet the national benchmark in literacy or numeracy. Information is provided for parents, schools, tutors, advisory groups, and students.

    This report describes findings from the first three years of the ACER Longitudinal Literacy and Numeracy Study (LLANS). The longitudinal study was established in 1999 in a context in which there was significant national interest in improving achievement in literacy and numeracy for all Australian children, and a particular interest in the development of foundational skills in the early years of school.

    Family background is known to have a substantial impact on students' literacy and numeracy results. This raises questions about whether any of the remaining differences in results are due to school performance - or whether they are merely due to random noise. This article reviews research from the OECD's Programme for International Student Assessment (PISA) study, based on student-level analysis. It then presents new evidence based on publicly reported school-level data from Western Australia. Combining test results with data on schools' socioeconomic characteristics, this study estimates the degree to which some schools outperform those with similar characteristics. On a 'like schools' basis, school differences are shown to be persistent across subjects, grades and years.
