    The authors describe Australia?s Higher Education Contribution Scheme (HECS), and analyse its impact on the social composition of university participation before and after the introduction of HECS. Their findings suggest that income contingent charging systems for higher education have the potential to protect the access of the disadvantaged.

In this paper Tom Karmel and Nhi Nguyen contrast the two sectors in terms of the way they are defined, their size and recent growth, the characteristics of their students, and access and equity within the two sectors. The paper also considers the links between the two sectors.

    The report found that Australian Government funding has assisted Australian scientists and researchers in developing world-first technologies including: an artificial knee; the production of functional foods with proven health benefits for the heart; tools that will enhance the severe thunderstorm warning service for the Australian public; and technology that will significantly reduce the costs of manufacturing thermoplastics. The report also highlighted support for the successful commercialisation of Australian inventions, such as the Virtual Critical Care Unit (ViCCUTM) which allows doctors to provide long distance care and been instrumental in strengthening Australia's skills base, and reinvigorating an interest in science and innovation. The University of Newcastle's Science and Engineering Challenge, for example, has led to remarkable growths in physics, chemistry and advanced mathematics enrolments at the schools which participated. The report includes the Australian Innovation Scorecard 2004, the second of the biennial series measuring Australia's innovation performance in comparison to other OECD economies. Astralia's strengths include expenditure on R&D by the Government and the Higher Education sector, a highly educated workforce and widespread use of information and communication technology.
