Balancing Approaches: Revisiting the Educational Psychology Research on Teaching Students with Learning Difficulties

This review of research into the teaching of literacy and numeracy skills to students with learning difficulties asserts that there is no one single instructional method that deserves sole claim to being 'best practice.' Instead, the common wisdom of research points to the need for balanced approaches to accommodate the diverse needs of students. The report examines what contemporary research, largely meta-analyses from the field of educational psychology, says about the often controversial and much debated field of how best to teach basic literacy and numeracy skills to students with learning difficulties. It identifies current limitations in Australian research and calls for some changes in teacher training.

This paper reports aspects of a large-scale project conducted in rural and remote regions of Australia. The study was designed to assess teaching and learning practices in early childhood programs with a particular focus on literacy, numeracy and the use of information and communication technologies. The study examined programs through schools of distance education with teachers conducting regular 'lessons' via radio or internet-based satellite technologies.

The Early Childhood Learning website is a key communication tool to disseminate project information and gather volunteer involvement, ideas and feedback. It will include innovative products to foster improvements in literacy and numeracy outcomes for children. The target audience is parents, carers and staff in childcare centres and preschools. Coverage includes early childhood services and programmes that support children (boys and girls, young children in low socio-economic areas, rural/remote regions and Indigenous communities) and their parents. Resource materials include Clever Cards; a self-assessment and environmental audit tool for practitioners; and electronic support (website and CDs).

An Even Start - National Tuition Programme will address the learning needs of educationally disadvantaged students who need additional support to acquire satisfactory literacy and numeracy skills. The programme will provide tuition for literacy or numeracy to the value of $700 per child to students in Years 3, 5, 7 and 9 across all sectors, who do not meet the national benchmark in literacy or numeracy. Information is provided for parents, schools, tutors, advisory groups, and students.
